At ADC we create change by guiding and supporting collaborative processes that bring together diverse stakeholders to envision a better world through the use of dialogue, research, data, and evaluation.

Our core focus is to make data actionable – to make it easily understandable and used widely to improve and plan programs and show success.

ADC has content expertise in system’s analysis, community participatory research, needs assessment, maternal and child health, behavioral health, workforce development, food security,  emergency health care, youth prevention and resilience, cancer screening and prevention, evaluation of clinical, public health, and school programs, tribal health care evaluation, design and strategic planning for new programs, and facilitation of public health-related workgroups and coalitions.

Actionable Data Consulting is owned and run by Melissa (Kemberling) Toffolon, PhD, MPH. Her experience includes international work in evaluation, teaching at the university level, and work in the Alaska Tribal health system, along with the philanthropic sector. Dr. Toffolon has a doctorate in sociology from Tulane University in New Orleans and a master’s degree in public health from Columbia University in New York City.

Melissa has been the architect of our systems improvement work here at the Mat-Su Health Foundation (MSHF).  Her research and reports have increased our credibility with policy makers, government officials and funders.  When used by MSHF and local nonprofits to effectively tell our story, they have helped to leverage millions of dollars into our community.  She has built a brilliant team that deftly and humbly shares their expertise to help MSHF grantees scale their quality and reach and collaborate to improve entire systems for our citizens.  She is a critical thought partner in our strategic planning and major decisions.
